Holograms are considered cheap on a business scale, but your average joe can't afford $2000 for a setup that can print holograms for state ID cards, unless he's planning to go into business selling them to others. If you go to a place that doesn't look hard enough to know a piece of laminated printer paper is fake, then you could probably buy booze there without any ID at all. And it's way easier to just find one of those places that doesn't give a shit than it is to risk being found guilty of using a fake ID.
